Polar stretch and move to fixed lengths

I would like to make a dynamic block. 

With fixed anchor points, so if I move the square it does not exceed the max length and min length of the wires?

Assuming I understand what you are asking for, I do not believe there is any way to automatically prevent the lines from being stretched beyond the desired max/min of the 4 lines.
