Point Parameters with Annotation Scaling

I have a dynamic block with 4 Point Parameters at the quadrants of a circle. When inserted at a scale of 1 the Point Parameters behave as they should (staying at the quadrants) when I cycle through them using the Cntl key... however, they do not adjust to stay at the quadrants when inserted at other annotation scales. It appears these point parameters are not scaling with the annotation scale.

I can replicate your issue, but do not have any solution to recommend other than abandoning the insertion point cycling and inserting the block then moving it with the appropriate grip.
