Not able to insert dynamic block into drawing

Hello Community.

I have got a drawing (Civil 3D 2019) consisting of only one dynamic block. Now i want to import this block into another 2019 drawing, but the block is not usable.

The block is imported, via right click i can select it but there is nothing shown and there are no propertys inside it. In Civil 2018 it works just fine.

How can i make the block usable in Civil 2019?

I am using C#.

Use purge command  &  then insert block  or check layer status

or

rename that block and insert again try to copy paste it.

or

try to insert in new fresh drawing.
