missing parameters manager

I am following the instructions in my textbook, and learning about dynamic blocks, but I cannot find the Parameters Manager. I keep pressing the button, but it does not show up.

Run the OPTIONS command.  On the User Preferences tab, make sure the the checkbox is checked for 'Shortcut menus in drawing area'.
