Make a block scale properly to a drawing from the tool palette

So I’m working on a tool bar for my employer so we can place all kinds of blocks on our drawings. We layout 2D electrical blueprints.

 

what my end goal is is being able to take a block from the tool bar and place it on a drawing without having to rescale things. I’ve made a reference file for all my blocks, they are all scaled to look good on a 1/8” = 1’ drawing. But to put them on a 1/16” scale I have to double the size of them so it is correct. I would like my blocks to not have to be rescaled and instead just place it and it’s to the right size, all you have to do is change visibility if you need it to be in a different orientation (for example: my receptacle has 4 visibility states north, south, east, west.. so when I place a block it will be in north state but I can just flip it with the visibility state if it’s on an east wall). I see that the scale of objects does change when the block is set to annotative but it’s not working very well. Like if I place one of my blocks that has a 1’ diameter on an 1/8” drawing and place it on a 1/4” drawing it has come in as a 48’ diameter. So I must be doing something wrong. I would like this to work for all my blocks.

I actually just solved this issue on my own but I figured I would share the solution.

 

so I discovered this with text because that’s one thing I have a definite size to scale to. So for instance we like our text to be 3/32” , on a 1/8” drawing the size you make that text is 9” so when it plots it’s actually 3/32” text height (Scales are fun). So when I was making this block on a 1/8” scale drawing I was in BLOCK EDITOR making my text 9” thinking because it’s supposed to be 9” in 1/8” and that translates to the rest of the scale but no. The text in BLOCK EDITOR  needs to be literally 3/32” and then that scales to any drawing. In hindsight it’s actually kind of obvious but I never noticed the annotation scale changes to 1:1 when you get to block editor.
