Is there a way in a lookup parameter to check a range of rotation angles? So if a rotation parameter is between 0-90 degrees, it references one lookup property and if it's between 90-270 it looks up another?

I don't understand how this works, the lookup table only has a single input property, D. How is Angle1 driving the lookup table?

It's a double lookup table (two tables linked to one action)

In the block editor type BACTIONBARMODE. Change the value to 0 and you will see LOOKUP1 and LOOKUP2.

Check those and you will see when the angle changes it will either reference 1 or 2 and the other lookup when it receives either 1 or 2 it changes the length of D
