Layer dependent Visibility state

I think I know the answer to this but I've been asked if it's possible so doing my due diligence...

 

Is there a way to back a visibility state switch on and off by changing the layer it's on?

 

For example I have a block that is a span length,  it shows the length of fiber between 2 poles or if it's underground between 2 points.

If the block is above ground it also shows the sag height.  Obviously if it's underground there is no sag height and it doesn't need to show that info.

 

What was proposed to me, is "how cool would it be if that info would shut off by changing the layer of the block".  I don't think it's possible to make a visibility state dependent on the layer, but I thought I'd throw it out there to people that are smarter than I.

You cannot cause a change in the visibility state by changing the layer the block is on.  You can, however have the text or linework within a block on a specific layer and turn it on and off by turning that layer on and off.
