There is not any need for the coincident constraints. They will only increase the size of the file and slow down autocad. Delete them.
Ojuris showed how to keep the attribute centered by using additional move actions with distance modifier of 0.5. The attached file shows how to keep the attribute horizontal regardless of block rotation. I added a chained point/move. That point/move is then moved by the two move actions that Ojuris added and the attribute is removed from those move actions. The chained point/move is then added to the rotation action.
