I have a question: is it possible to create a dynamic block that always keeps the information horizontal, regardless of the angle at which the block is rotated? It would be something similar to what I showed in the image.

Unfortunately you can't do it very well if you rotate the whole block. It can be done with annotative text and marking it to stay horizontal, but the line work will always rotate.
What I would do is remove all the text and line work from the rotate action and add the section to it instead and just rotate the section.
