How to flip another flip grip

In the block pictured below and included in the attached DWG I have 2 flip grips:

• the first flips the block left-right (over the vertical axis)
• the second flips the block up-down (over the horizontal axis)

When I use the second flip grip to flip the block "down" (over the horizontal axis), the first flip grip does not flip with everything else and stays in the "Up" position. I've tried again and again to include it in the Selection Set, but the flip grip does not flip.

Any thoughts? Thanks!

My issue was that I had moved the flip grip to a non-centered location on the flip line. The flip grip needs to point at the midpoint, as described here:
