How can I fix this annotative scale issue?

So I have a metric dynamic block with a visibility, point move and alignment.  I need to make it annotative.  But when I set it to annotative it doesn't work when I insert it.  I have to scale the block by 2 or add annotative scales from the properties dialog box, then I can get the text the correct size.  I also have an imperial block set up the exact same way and I made that annotative.  Works fine.  What am I missing?  I need it to work upon insertion and not have to have to scale it or add annotation scales. 

 

I have attached both non annotative and annotated block.

What method are you using for block insertion?  Are the items within the block the correct size for a 1:1 scale?  Is the desired paperspace text size 0.07 units?  If not, then adjust the size within the block file.  If this doesn't solve your issue, then it might be helpful for you to attach a file that has blocks inserted within it.  Show them as they are first inserted improperly scaled and also show how you would like them to be scaled so the issue can be more easily seen.

Attached in the metric block annotated and not.  I would like it annotated.  Funny thing is my imperial block works great!  I don't even have to enter the scale of my drawing, it just inserts right in.

Think I figured it out.  I was scaling to mm when it should have been meters.

Why are you scaling your annotative block?  The whole point to making it annotative is so that the scale of the block remains at 1 and is automatically the correct size for the annotative scale.  See the following screencast to see how to correct it.  The screencast demonstrates the insertion of the block at the correct size for the various annotation scales and how it automatically scales when the annotation scale is changed.
