Help can't stretch title block

Hello,

Attached are 2 title blocks that I have created (see attachments). What I would  like is 2 new files one 11"x17" portrait and 11"x17" landscape. I have been working on this for a couple of days using the stretch, multiply stretch,scale and move command to get it to work but am having no luck.

Can someone fix this for me?

You have not added any parameters or actions to your block.  Add a linear parameter in the direction you want to stretch.  Add a stretch action to the linear parameter with the window surrounding the parts/vertices you want to stretch and not surrounding vertices or objects you do not want to stretch.
