Fields won't update in table

I can't get fields to update in the table.  I swear this was working initially, but this block has been through a lot of iterations and time, so I may be mistaken.  But I've created new tables, new files, I can't get this thing to update any fields in the table.

 

In the attached block, the 3'-6" dimension on the height of the plate is linked to the stress plates note dimension along with the table (both red dimensions).  When I update this dimension (stretch plate height from upper left of plate), the field in the notes works, the one in the table doesn't.  And all the others in the table have clearly been broken too.    The 3'-6" fields were created in exactly the same way.

 

What is going on here?

If you open the block, or reinsert, you'll see the dimension is the one shown/stretched as 4'-0".  So it updated in the notes, but not the table.  They're both fields created in exactly the same way to the dimension.

Someone will let us know if we are correct, but it looks as though the fact that the table in the block does not update. use text placed above the table and not inside the table and it will update when you regen.
