elevation dimensioning

Hi, I am aware, that this topic has been discussed many times before, but I'm still having trouble with it. I made myself a dynamic block of an elevation dimension we use in our country for civil engineering drawings and wanted to make the elevation value automatic based on the position of the block. The problems are:
1. I need the drawing in milimeters and the elevation value in meters (and if I set the field to display the position of some point or line in the block I can't set the conversion factor)
2. for some reason even though I set it up, it does not display the position relative to the current UCS (but i guess to the UCS of the block in block editor.

And currently it stopped showing any value at all, just #####.

How do I set this up?

Sending a DWG file attached.

Thanks to anyone

The one problem (how to show the current Z-value, the elevation) can easily be solved:

But I do not yet know how to divide the value by 1000 (convert mm to m), I'm sorry.
