Dynamic Blocks: attributes showing as blank in properties

I am having an issue where the attributes of the block are not showing up in the properties in model space. It is showing up as selectable lines in the attribute editor, but it is completely blank. I have tried ATTSYNC, BATTMAN->SYNC, copying the block to another drawing file, and closing and opening the drawing. None of it seems to work. Could someone check this block out and figure out what the problem is? Thank you!

Delete that block and insert a new one.  They then show up.

Its an Annotative scale issue.  If I set the scale to 1/8"=1'-0" and the run ATTSYNC the attributes show up as expected in the view and in the properties.
