Dynamic Block Stretch with Constraint for Distances Between Arcs

Im trying to make a dynamic version of an Elbow 90 for HVAC duct.

I added a visibility parameter that change the duct appearance depending it has thermal / acoustic insulation or not. Thats working fine. My problem is that I want to be able to change the elbow dimension so Im using the distance parameter with the scale action applied but I want my insulation lines to always stay the same distance from the duct itself. 

I dont know how to use constraint to lock the insulation thickness during the scale operation.

I appreciate the detailled video and it answers my problem. As I read back my post, I've noticed I mentionned having problem stretching while keeping the same distance. Actually, i would need to scale the elbow entirely to keep the ratio between duct size/interior radius and exterior radius (Duct diameter = D , Interior Radius = D/2 , Exterior Radius = 1.5 D ).
