Dynamic block - stretch two sides array

Hello,

I am trying to create dynamic block where you have array of vertical lines in X coordinates and I want to stretch those lines in Y coordinates (change their lenght) in two sides in different values. 

I am attaching dwg and image with description - its best to view what I am trying to do.

Is it possible to do it with dynamic block?

Unfortunately not. 

You cannot edit individual items in an array.
