Dynamic block parameter sets - Help

I am trying to make a block using the Parameter Sets. I am comfortable with conventional parameters and actions. Using parameter sets do not work  as I understand it. I have done my due diligence and poked around for tutorials and basics.  I got as far as finding a video on Youtube. (see below)

I tried to duplicate the example in the video above. I have a rectangle with a smaller rectangle inside. I want to stretch the rectangle and array the small rectangle in concert with the stretch. (same as bed and pillow in the video)

 

I follow along with the video. For one thing, I never get the lighting bolt icons. I get a parameter that looks like a dimension and the matching action box.  That is it. Maybe if I know how to get the lightning bolt icon to show up, I can take the next step.

 

What am I doing wrong?

Parameter sets are basically a simple way to insert a parameter and an action in one step.  The associated action will still need a selection set for its action.  It would be more intuitive if it jumped right into the selection set process after placing the parameter but it doesn't work that way.  You need to select the action and then choose a selection set.
