I had a dynamic block which i editted in block editor to add a wipeout and a extra two lines. Now when i save it it works and evereything. when i copy and paste it into another autocad file it isnt updated it only pastes the block before i added the wipeout and extra lines. Here are the files.

N.B The : auto cad t.d template is the file i want to copy and paste the block to

The blocks template is where i have the blocks  ( The blocks i have problems with copying and pasting are the windows in blue which )

This may be fixed with the PURGE command and purging all the blocks. I did this and it seemed to work.

The purge Command needs to be in the blank template drawing, not the actual blocks. Sorry if I mislead you.

The Purge command will only work with the object/blocks that are no longer in the drawing. All information of you objects and blocks are still in the drawing.

If you have blocks you want to update without re-inserting them would be to redefine them. In this case you would want to purge. On a side not, I always do an AUDIT after I purge. Follow the prompts and choose YES.

For this case you can use Design center - you can update block definition from 1 file to another file and you don't need to delete old blocks and purge drawing

This is true. I prefer using tool pallets to select my blocks to redefine. That being, I have all my blocks in one drawing file, in luie of, have a folder of individual blocks.

I also have my blocks in one file vs. saved to individual files.  The main reason I go that route is that the tools made from block insertions can be 'preset' with the fields already updating whereas the individual block file insertions require a dynamic action to jump start.
