Dynamic block inserted as block vs as drawing

I have attached two drawings. One is a block called FP_UL_DIN1. The other is a drawing called FP_UL_DIN1A which contains FP_UL_DIN1.

If I import FP_UL_DIN1 as a block by any method, the dynamic behavior is incorrect.

If I open FP_UL_DIN1A and copy FP_UL_DIN1 and paste it in any drawing, the dynamic behavior is correct.

What is going on here? I spent more time than I should have on this block, but I wanted to get it perfect.

It seams Neither one is working for me. It also seams more complex than it needs to be but I'm not sure exactly what you are trying to accomplish.

I just logged in to another computer to test the blocks. It works on that computer. 

Now are you sure you didn't insert the block, then the drawing? 
FP_UL_DIN1A has the block FP_UL_DIN1 already in it.

So naturally both will look the same.
I really should have had different names for it.

So what I am trying to do is have an array of holes (for a din rail). The holes must be centered on the din rail. Additionally, I would like it to be optimized so it does not have excess space, So I have two visible selections. One for even count holes, the other for odd count holes. 

I have reattached the drawings with the blocks renamed. Drawing FP_UL_DIN1D will have the block FP_UL_DIN1C which displays correctly. Drawing FP_UL_DIN1B is the block definition which does not display correctly.

Edit: I am using AutoCAD Electrical 2018 on Windows 10.

Both Files are not same i found there difference.

Start points are not same Inside Block

Base point Parameters are not located at same in both block.

You beat me to it. I was just logging in to say the same thing.

I used the block editor to do a save as and saved as a block. Then I opened the block and found some stuff has been moved.

The basepoint is in the same position as before. The grip point, once at 0,0 has been moved to the point where the basepoint is at. The rest of the graphics and dynamic parameters moved with it.

I would say this is a bug in AutoCAD's save as feature in the block editor. Once I move the stuff back, along with the selection boxes and simply save. The block behaves as expected.
