Dynamic Block for Feeder Information

I would like my feeder information block to be able to fully rotate. Have the option to rotate at a certain point to where it only rotates part of the line and leaves the other line horizontal ( like a leader) and then the line be able to stretch to any length.

See drawing to get an idea on how i thought I could accomplish this. I also attached images of our one-line that can maybe help.

The separate rotate and stretch actions seem a bit cumbersome to me.  I'd use a polar instead in order to combine both motions into one movement.  See screencast.

Do you ever have issues with Multiline attributes within your dynamic blocks? It seems like if I copy and paste a block that has multiline attributes that sometimes it turns into a single line text.

I have seen issues occur when attempting to rotate multiline attributes, but I have not seen what you describe.
