I have a block containing a rectangle. Outside the rectangle is an attribute being populated with data of various standard fixed sizes. This data is being supplied from a DB block property table. Now I know the table can provide fixed data but I need the DB to optionally also allow the user to type in a odd, unique sizes? Is this possible?

Nope.
Be aware that clicking the display for the table allows the user to see the table but does not allow any editing of the table. It is just an alternative way to select the row of the table. The user needs to enter block editor to actually edit the table values.
