Cursor Anomaly in Block Editor

I have a problem that occurs after another problem has been fixed.

The first problem is that sometimes my crosshairs/cursor disappears in the drawing window, but not the perimeter, or other programs. - I found how to fix that, by enabling the "Display the Viewport Controls" on the 3D Modeling tab of Options, and then hovering or clicking there.

This has happened often while in Block Editor, so I have had to exit, change the Option, then re-enter Block Editor.

 

The second problem shows up after I return to Block Editor, and it is that my crosshair will not move into any of the "Action Bars" (the little squares associated with Parameters). The cursor will cozy up to a bar, but not actually enter it. The bar and screen tip react to the cursor's advances, but I cannot move onto it to edit it. I can still edit the Action, by right-clicking next to, or near it, but still, this bothers me.

The attached image shows how my crosshairs can be in the same place, but two different actions can be active.

 

Exiting Block Editor, saving the file, switching to a different drawing and back, updating video drivers, nothing works. The same issue is even present if I enter Block Editor in a different file.

 

My only solution so far is to Exit all drawings and re-start AutoCAD. 

 

Has anyone else had this problem? Is there a fix?

The obvious solution is the one you already stated.  Restart Autocad.  FWIW, I believe this is a general Autocad issue with either a bug in your installation version or with your personal installation.  This is not actually a dynamic block issue.
