You're asking how to make constraints affect dynamic parameter grips?  You can't.  

 

Why don't you use geometric constraints and use their grips?

I think i misunderstood your mean in your last message. I used geometric constraint for make parallel two lines but if the lines have another action ( for example stretch or scale action) , constraint only affect on lines not on their actions.

Don't never mix geometric constraints/dimensions with dynamic parameters/actions in a block definiton. To get changeable geometry in a dynamic block use either only the one method (geometric constraints and dimensions) or use only the other method (dynamic parameters and actions). Otherwise you will get unexpected results.
