Changing Visual States on a block inside a block

I have created a drawing with two main visual states, distribution and generation. This drop down selects which meter option I want to use. Then each of those options has sub visual states that affect whichever meter I choose. 

My problem is that I can only change those visual states when I am actually in the block editor and I would like to be able change them on the visual state drop down that pops up when I select which original visual state I want to use.

Is this possible?

Thanks for any help you can provide. I have attached the drawing in question.

Unfortunately, I believe the only way to achieve this, would be to build in the different distribution and generation options.  How many options do you anticipate?

 

For instance, you would need to have a Generation - Outlet On and a Generation - Outlet off.

 

The other option would be to insert your block, specify distribution or generation, then explode to alter the rest of the block.  I understand this isn't ideal either.

The exploding was what I assumed would be the best option. I have multiple
options for both so a drop down for all scenerios would be tedious.

Have you not tried a double lookup?

Search the forum using the phrase "double lookup" There are plenty of examples
