Change display of block editor dynamic actions

I am trying to teach a colleague about working with dynamic blocks.  please see the attached screenshot...how do I get all the dynamic block action names (circled in blue on the left) to display?  My colleague's screen is on the right, his are the icons (circled in red).  Thanks in advance for any help!

Open up the drawing on your colleague's computer.

Go into the block editor.

At the command line type BACTIONBARMODE. Change the value to 0
