BLOCKREPLACE not working (2016 & 2018)

please see attached file.  i have 2 blocks, both are dynamic, one also has visibilities.  i can't get "blockreplace" command to work on them.  trying to replace one with the other.  tried replacing in both directions.  also tried removing visibilities from block , and it still didn't work.  any one know why its not working? tried it in both autocad 2016 & 2018, no luck.

Have you tried using designcenter to REDEFINE the block you're trying to replace?

BLOCKREPLACE has never worked on DYNBLOCKS: try the other tip noted with DesignCenter, or INSERT your problem file into a template file with all the correct blocks then SAVEAS... .

"redefining" might have worked, if there weren't already instances of BOTH blocks in my drawing.  Unfortunately, you cannot "rename" a block to an existing name, and so I wind up with a catch 22 of either having 2 identical blocks with different names, or having to start over.  or just seeking out all the instances left and replacing individually.

"BLOCKREPLACE has never worked on DYNBLOCKS"... that's unfortunate since nearly every block I make has at least one dynamic feature.  hard to digest that this feature has not been improved.
