You'll need to add some geometric parameters to your block definition.

Open your block editor, and select all of the lines except for the top horizontal line. Choose the Auto Constrain command in the Block Editor tab. This will apply some coincident constraints, some horizontal and parallel constraints, and a couple of perpendicular constraints. (Or some other combination that does that same thing)

Once that's applied - if you still have the rotational parameter - you can click on Test Block in the ribbon and see if that works properly. If you still have issues you may need to add a Fixed constraint to the lower corner but I don't think that you will need it.

Anyhoo, this will allow you to rotate that top line while still keeping the relationships that you want to be maintained.

Try this:

Keep the rotation parameter and action. Delete any other parameters and actions.

Explode the yellow linework into three separate pieces.

Constrain the left and right yellow lines to be vertical

Fix their lower end points in place

Constrain their upper points to be Coincident with the ends of the horizontal yellow line

Edit the selection set for the rotation action to include the horizontal yellow lone.

It should operate as the one in the included file now.

I tried to fix both line to perpendicular with base line now while rotating base line dancing

Use the FIX constraint to lock the bottom point in place.
