Block inserts at the wrong scale

I have searched for quite some time for a solution, both in Google and in these forums but to no luck.

 

I have drawn two blocks (in the same file). Both of these blocks have visibility tags in them, mtext, and attributes. 

I have drawn the blocks to scale in metric at a 1:1. I have then dragged that file into my tool pallet.

 

When I insert the block from my pallet into a new drawing (with the setting "Explode - No") then it comes in the right size. Even when I have changed the annotation scale.

 

BUT

 

When I insert the block from my pallet into a new drawing (with the setting "Explode - Yes") then it comes in at 40 times the size.

 

I have tried adjusting the following parameters, to no luck;

  • DWGUNITS
  • INSUNITS 
  • INSUNITSDEFSOURCE 
  • INSUNITSDEFTARGET
  • AUXILIARY SCALE

I understand I can just leave it as a block when inserting but it just saves time having it already exploded when inserted.

Did you try adjusting the scale of the tool palette tool properties?

I have also tried to adjust the scale in the tool pallet as well.

 

I am not sure how I can upload seeing as in the original file is scales fine it is when I import it from my tool pallet and then insert it into my drawing files.
