Attribute block GATTE stops working

Not sure this is the right spot, but I will start here.  So we have a attributed block that is used for title blocks.  As you can see it also has a dynamic function to it which is the revision block at the top.  The revision block at the top works with the -0 on the right-hand side towards the bottom.  When the plan has multiple layouts and no revisions, GATTE works perfect for globally editing the Title, Address, Town, File, names, etc.  However drafters are complaining that after awhile GATTE stops working and I am thinking it may be because of the dynamic block and the amount of revisions.  Is there a newer command that will allow you to update attributes globally and work all the time without revamping this entire block?

Wondering if I should take out the dynamic revision, would the command then work?  Any suggestions so we don't lose the global editing capability?

I also know this block may be an ancient way of doing things, but I haven't been trained in over 20 years so I am only going on what I know, so be gentle:)  I will also note that this block is used for plans that have A LOT of xreferences...too many so it needs to be simple easy, a way drafters don't forget to change things and not bog down the drawings.

Would you mind posting a file with the block inserted as it is normally set up so I can get a better idea of what you are asking?

My initial response is to discover sheet sets,  they are well worth the effort to learn,  many project admin tasks are handled much easier and quicker through sheet sets.  Your existing border can be set up to work inside a sheet set too.

I looked into sheets sets awhile ago but didn't make much sense of them.  Will have to brush up, but this is working until you can't globally edit the text which is a tad annoying when there are 4 to 6 layouts to edit.
