arrow bubble rotation and alignment

Can anyone help with a numbered arrow block?

I want to be able to position it by placing the tip of the arrow head somewhere and then being able to rotate the circle around and lengthen it to make it fit in and look good.

What I would like to do but have no idea on how to go about it:

I would like to be able to rotate the number circle around the arrowhead point, currently the arrow head rotates around the circle. The lengthen part works ok already but when I lengthen it the rotate part sits in weird places. Is there someway to fix the rotation dot on the edge of the circle? Then I would like the text inside the circle to orientate automatically so that it reads correctly on the page ie north is straight up.

I can work out the rotation part I think but getting the text to align to the bottom of the page I have no idea about, I thought about having a rotation on the text but having it do it automatically would  be much better.

Thanks for your help.

That is bang on!

Thanks for doing the video too, its a good way to learn how to do it as apposed to just being given the block.

p.s. is it possible to make the number an attributed text, referring to a table within the drawing, or a spreadsheet?

Thank you!!!!!

You can use a formula field in the attribute value to link it to a table cell.  You can also link the table to an excel file.
