Annotative Dynamic Block not moving grips.

I've created an annotative label block that needs to attach to leaders from multiple angles/directions.  It's intended to use basepoint cycling to select the anchor needed for the specific leader.  Please see attached.

 

The basepoint cycling seems to work fine, I can see the block moving around the cursor when I press CTRL and when it's inserted on paperspace at original scale it works perfectly.  The problem is the basepoints are intended to be on the border of the label and they don't move with the border when the block annotatively scales.

 

Do I need to add some additional parameters or something?

I've still not found an answer to this.  I just wanted to bring this issue back up.  Has anyone else run into this and found an answer?

I do not believe that selection cycling respects any changes to the block from either annotative scaling or from dynamic parameter changes done in properties during the insertion process.  I don't believe it ever has.  Report back if you find out different.
