Annotative Block with a circle at a constant diameter

I have annotatively scaled Fire Alarm icon block (drawn at 1:1) that I would like to add a circle to it representing the maximum coverage of the device but have that circle always appear at a constant diameter of say 60'-0" no matter what the annotative scale of the block is.  I want the icon in the block to appear bigger when inserted into a drawing scale of say 1/8" = 1'-0" but have the coverage circle stay at a constant 60'-0" diameter. Any suggestions? Attached is my block.

Make the block non-annotative.  Make the symbol a nested annotative block.  Make the attribute annotative.  The nested block will scale from its basepoint.  The attribute will scale from its justification point.  The added circle of a specific diameter will not scale with annotative scale changes.
