After moving a tag up the list in block attribute manager and saving, it reapears at the bottom

I have a block that when dragged in shows a list of fields (tags) to fill out.

When I open the "Block Attribute Manager" and try to move a new attribute up the list (using the "move up" button) and apply and save, then save the settings for the block, I find that on dragging a new block in, that the tag is again at the bottom of the list.

Anyone know why or how I can see the tag in the place I expect when dragging into the modal space

If memory serves attributes appear in the order they were created and there is not a way to adjust them other than to create them again in the order you desire.
