Is it possible to apply block parameter's in the Z axis (ie. for use with 3D dynamic blocks)?

Unfortunately not. Dynamic blocks are 2D only.

Not in the block editor but if parameters and constraints are first set up in model space, using different UCS for each feature not in the same plane, then some useful and time saving 3d dynamic blocks can be made. Provided that you're ok dealing with surfaces, it's a viable workaround.

This one was a challenge and it's still not perfect:

Hope this helps.

Cheers.

Interesting - would you mind sharing this block for my reference?

It has too many constraints which do the same thing, that's trial and error, work in progress etc.

Keeping track of your work planes by saving named UCS before you convert to block also helps.

If you want to create a profile in 2D and later control the extrusion depth parametrically, here’s a step-by-step method:

  1. Create the Profile in 2D:
Start by drawing the profile you want to extrude in 2D.

  2. Create a Parameter:
Define a parameter that you’ll use to control the extrusion length.

  3. Surface Extrude (with Associativity):

    • Go to the Surface tab and choose the Extrude command.

    • Make sure "Surface Associativity" is enabled.

    • Set the mode to "Surface."

    • Select your 2D profile.

    • For the extrusion value, enter the name of the parameter you created earlier.

  4. Save and Exit the Block Editor:
Save your changes and close the block editor.

  5. Adjust Extrusion by Parameter:
Now, you can change the extrusion depth simply by modifying the parameter value.

  6. Cap the Ends with the Patch Command:
Use the Patch command to cap the top and bottom surfaces as needed.

This workflow allows you to easily adjust the extrusion depth at any time by just changing the parameter value. Hope this helps!
