Is there a version of Voloview ( FREE ) that will let me look at both dwg format and tiff format drawings?

There is no free version of Volo View, only Volo View Express

The only thing I can think of as a possible
solution is this:

 

If you have a recent version of Autocad, you can
import your TIFF's into DWG's, publish as ePlot (highest resolution settings),
then view and print the DWF's with the free DWF-only package of  Volo
View Express.

The TIFF is embedded and should remain readable and
small.

 

All your DWG and TIFF data could be kept
in ePlots.

That didn't come out right, I mean't to say "All
your DWG and TIFF data could be published in ePlots for distribution
and viewing"

The only thing I can think of as a possible

If I remember correctly, Volo View Express will view TIFF images if they are
embedded in DWG or DWF files. I believe Volo View, the one you pay for, will
view TIFF files as TIFF files. In other words, VV recognizes the .tif
extension and does what you want. VVE only recognizes .dwg, .dxf, and .dwf.
I think that's how it works. If I am wrong, Dean will be sure to correct me.

Visit Autodesk's own http://www.buzzsaw.com and look for a better Autodesk
suggested solution than Volo View for viewing and redlining all types of
files and formats:

If you have Autocad you can wrap them in DWF too, the result is comparable
to the PDF in size.

I see that panning in Volo Express with that DWF is a little better
performance than panning the embedded in PDF with Acrobat.
