there a version of Voloview ( FREE ) that will let me look at both dwg format
and tiff format drawings?

The only thing I can think of as a possible
solution is this:
If you have a recent version of Autocad, you can
import your TIFF's into DWG's, publish as ePlot (highest resolution settings),
then view and print the DWF's with the free DWF-only package of
Volo View Express.
The TIFF is embedded and should remain readable
and small.
All your DWG and TIFF data could be kept
in ePlots.
