Takeoff measurements from imported pdf - scaling issue

I have imported a PDF into design review. The page has been picked up at size 22.6 x 31.8 inches which is almost the correct size for the drawing. 

I need to take measurements from the edge of houses to the pond. When I try to do this, it says the dimension is 200mm but I was expecting around 10m, 200mm just isn't feasible in this case. I have set the scale of the page to 1:1000 which is what the drawing is at on A1 paper. 

 

Does anyone know why this might not be working properly? Thanks

you need a distance you know is 100% accurate, then gauge how much off you are then adjust as needed.
I see nothing in your PDF that provides an exact dimension to calibrate for a takeoff exercise.

Reach back out to the PDF author/creator as needed; note that a PDF scale of 1:1000 your accuracy is going to leave a lot to be desired too.
