Update the Vehicle Tracking Help (content and 'look and feel')

The Vehicle Tracking help looks a lot like plain text. Barely any structure, besides the chapters.

Help documentation from C3D e.g. is much more structured, illustrated and clarified.

Also the content could use some revision. E.g. following article speaks of different 'licenses' of AVT (rail) where some content is available and other not:

If at this level the content is not up-to-date, think of what else could be not accurate...
