Suppress object snaps during offset command by default in civil 3d

I really can’t find a reason to have object snaps on while using the offset command, and it’s a little frustrating to toggle it off each time I need to make an offset.

Depending on what geometry is around the objects the user needs to offset and their current offset settings, object snap can inadvertently force offsets to the wrong side of initial object.  It seems like it wouldn’t be that big of a deal to automatically turn osnaps off during offset command.

Having an option to do this would be great, too many offsets on the wrong side of the object when OSNAPs are left on. Was going to draft a LSP for this, but don't want the problem where OSNAPS remain off if you cancel out of the LSP before it completes.
