It would be helpful if users could configure the New Layout "+" button that exists at the end of the layout tabs to open a specific layout from your template by default and save this setting as part of the company template so every user gets the same result when the "+" button is clicked.
I'm aware you can right click > From Template > select the template > select the layout but it would be more convenient if users could set the "+" button to do this work for you. Ideally, a user has the ability to configure this button to open a single default layout from a single template or to display a list of possible layouts from a single template or multiple templates. For example, once configured as desired, the button is clicked and the user may have it set to display a list with available options being a title page style layout, a standard titleblock layout, or a notes layout.
