Scale Command Option for COGO Points - 2D/3D scaling

Civil 3D currently scales COGO points in X, Y, and Z when applying the Scale command or scaling as part of the Align command.

[PROBLEM]= This can present a relatively cumbersome workflow to align and scale points where elevation values need to remain fixed.
An example context is a blundered site localization/calibration in a topographic survey. If new topo points and site control check shots need to be scaled and aligned to match previous site control/scale, the current workflow is less simple than my suggested solution. Another example is mixing grid/ground within a project where field point data of various scales is to be combined into a single scale  (rather than an overall Transformation for the entire project).

[SOLUTION]= Add a second prompt to the Scale command when COGO points are selected for scaling which prompts the user to select either 2D or 3D scaling. 3D is the current operation, so it should stay default. 2D scaling would scale the X and Y coordinates without changing the Z coordinates of any selected COGO points.
