Create a Annotative Parcel Lot Label (Subd. plats with multi-scale viewports) Label is Pinned per scale/viewport like Anno Text

Currently, when you place/pin a Parcel Label (eg Lot label) for that scale/viewport it is stable. Not stable, when you want to use that same Parcel Lable in another layout viewport at a different scale. EG. Overview Page 1  200scale vs Page 2 100 scale. The Parcel Label in the 100 scale may need to be moved, but if you do it places the Parcel Label in the 200 scale viewport at a different location. PLEASE FIX THIS.  Annotative Text allows this, why not the Parcel Label.
