Often times in commercial areas a utility pad is required.
I propose this utility pad allow for a concrete pad (or other surface type), the utility to be placed on it (electrical transformer, double check valve, etc...), screening capability (screen wall, landscaping), and protection (bollards).
The pad would be smart enough to have a parametric ability to size itself. For instance for a double check valve it would provide a distance away from the pipe one the sides and at the ends. For transformer it would allow for distance away from the sides and a larger distance on the front where the work accesses it. It would have the ability to round itself to the nearest 6" or another even value. The user could then override the parametric values to get a different result.
