VP Frozen Layers Showing when Published

I am having trouble with some drawings when publishing multiple layouts to pdf or dwf in Civil 3D 2012. The vp frozen layers are showing up on the pdf's. They do not show up when I publish or plot a single sheet.

I am also having trouble with the printable area of the 8.5x11 paper size being to small when published to pdf.

Figured it out, had a circular reference that was showing up when published.
