values not appearing when creating multiple section views

1)  I created some sections as shown below, but values in the band don't appear.  I did have success using a different alignment in the same drawing previously, however I did a check by redoing the sections for this alignment and got no values, so I guess a setting may have been changed accidently.  Any idea how to resolve?

2)  Also, it seems the sections are annotative objects.  How would one normally determine which scale to use when selecting the template?  and how would one adjust the annotative scale to produce legible values?

Issue 1 resolved, data boxes were picking up a grading group instead of Existing Ground.
