User Point file format issue

Hello All,

I am not sure what I am doing wrong. My goal is to import the attached csv. It should be arranged point number, longitude, latitude, desc. When I try to import it says no available formats. Any help will be apreatiated. I also have my precision set to 8 on lat and long.

You may need to turn off the Filter.
