UCS and external references

I have two questions:

1:

My UCS is rotated 30 degrees around z axis.

External references already in the drawing follow the new UCS.

So when I select these references the insertion point is 0,0 and rotation 0. 

But when I insert an new external reference, it follows World UCS.

So I have to rotate it 30 degrees in order to get it aligned with those other.

How can I get external references to follow the new UCS at time of attaching?

Is there a fundamental difference between using DVIEW where the view is twisted x degrees and UCS rotated x degrees?

When working on a UCS, you have to return your coordinate system back to WCS when attaching external references. 

Using DVIEW TWIST would prevent this issue.  This is the fundamental difference using DVIEW vs. UCS.  Some commands do not execute as expected when on a UCS.  Using DVIEW TWIST alleviates any software conflicts with the user defined coordinate system.

usually I never use custom UCS in model space. In my opinion one should never play with UCS!

But I use it it in View ports because it is just a "view" and it does not mess with data!
