I think you will need to edit the TIF file, or a copy of it.
If you are using Civil 3D, you have Raster Design available. You can change to monochrome and adjust pixel density.
If you do not have Raster Design, or you want more control, use a third party editor.
IrfanView is a good free utility that will let you edit graphics files. You can change color depth, change to monochrome, change resolution, crop, etc.
Edited files with appropriate color depth/monochrome and resolution settings will be smaller as well.
I see benefit for a 1200 dpi image if you will be printing at 300 or 600 dpi.
