Where the data comes from is exactly what I am trying to figure out. It need to show up on site plans similar to the one I attached. I am guessing it is imported somehow using coordinates.

Township, sections and range data will come from the local tax office or county land surveyor's office.  townships, sections and ranges are used by surveyors to locate large tracts of lands, a section is approximately 640 acres or 1 square mile.  Check for numbered surveys, railroad surveys at the tax office, sometimes they have very large area maps for such data.

OK, keeping in mind that GIS data is NOT survey quality, there's a wealth of PLSS shapefiles freely available. Here's a few places:
